If China were to plant shipping containers filled with drones inside the U.S,. that would pretty much be an act of war. They probably have the technology to do it now, but it would be incredibly risky.
Against a shipping container packed with 500 attack drones, there aren't many good defenses for homeland security. Maybe intensive jamming around key infrastructure, but that ends up disrupting the public's cell phones and GPS navigation for cars.
Best thing is to stop those containers from entering the U.S. in the first place. But 11 million shipping containers arrive in U.S. every year.
